  The Puja Utkarsh Samman was instituted in 1999, with the inspiration of the former Chairman of the M. P. Birla Foundation, Late Smt. Priyamvada Birla. The aim was to create an awareness among the younger generation about the cultural and social relevance of the Durga Puja in Bengal and to help them appreciate the finer aspects of the festival.

While the Award inculcates love for aesthetics in youths, it wishes to honour artists, designers and Puja organisers for their creativity and ingenuity and to salute the creative genius of Bengal. A few days prior to the celebrations, eighteen student-judges from South Point High School and six from M. P. Birla Foundation Higher Secondary School attend a workshop at High School which personalities from various fields of creativity, scholars and administration conduct. The students take lessons on how to judge the pujas. On Shashthi and Saptami they visit a hundred pandals and choose three Pujas for

Appreciation Certificates go to three different pujas for the same categories. These Awards and Certificates are given away to the winners at the Annual Prize Distribution ceremony on 4 July every year.
